ISLAMABAD: The government is planning to make major changes in the federal bureaucracy, a senior official of the Establishment Division told Dawn.com on Tuesday.
The official, who spoke on condition of anonymity, said that a major reshuffle on was the cards which may affect key positions in the planning commission, OGDCL, IESCO, WAPDA, the ministries of industries, petroleum, power, commerce, finance as well as the establishment division itself.
According to an official letter, a copy of which is available with DawnNews, the Establishment Division has advised all ministries and divisions to complete and submit compliance reports on action taken against the induction, transfer, posting and promotion of non-civil servants on slots specified for civil servants.
The letter has advised ministries and divisions to seek approval of the competent authority for the repatriation of non-civil servants to their parent organizations. The letter also directs the ministries and divisions to identify the names of such persons who are not civil servants, but are working against cadre posts meant for civil servants.
“Orders of the competent authority for their repatriation be obtained,” it says. “All re-employments that have been made for a period till further orders are irregular. Ministries/divisions are required to submit proposals for re-employment, in accordance with the principle,” said the letter.
Similarly, ministries and divisions are required to also identify out of promotion in services and cadres, and to submit the reports to the competent authority for appropriate orders.
Moreover, the letter also asks ministries to name all those who do not possess required qualifications and experience, and to obtain orders for their repatriation.
Official sources said the Establishment Division has asked ministries and divisions to submit the said report by March 10. Through the attorney general, the establishment division would submit a consolidated report to the Supreme Court of Pakistan.
