Policeman, two suspected militants killed in Peshawar gunfight

PESHAWAR: Three people were killed and at least five others were injured in a gunfight in Peshawar late Friday, police said.

The clashes erupted when unknown gunmen fired at a police van patrolling the suburbs of Peshawar.

"One policeman was killed while four others were wounded in an exchange of fire with militants. Two militants were also killed in the fight," Rana Omer, a senior police official in Peshawar, told AFP.

"The militants fired at our mobile team which was on a routine patrol in Pushtakhara area at night. We responded to the gunfire and killed two attackers while one escaped after being wounded," he said.

Another senior police official, Mubarak Zeb, confirmed the incident.

Peshawar has suffered numerous Taliban attacks but it was not immediately clear that who was behind this ambush.

The city suffered the worst terror attack in Pakistani history in December when Taliban gunmen massacred more than 150 people, most of them children, at an army-run school.

But recently then there has been a lull in violence. The last deadly attack in the city came in February when three heavily armed Taliban militants stormed a Shia mosque, killing 21 people.

Military operation Zarb-i-Azb was launched against insurgent hideouts in North Waziristan on June 15 following a brazen militant attack on Karachi's international airport and the failure of peace talks between the government and Tehreek-i-Taliban Pakistan (TTP) negotiators.

Officials say nearly 3,000 militants have been killed since the launch of the latest offensive.


10 target killers apprehended in Karachi, say Rangers

KARACHI: Pakistan Rangers Sindh on Saturday claimed arresting 10 target killers in operations carried out in various areas of Karachi during the last 24 hours.

According to a Rangers press release, out of the 10 apprehended men, four belong to religious-militant groups, three have links with the Muttahida Qaumi Movement (MQM) and three belong to the Mohajir Qaumi Movement - Haqiqi (MQM-H).

One Rangers official Tariq Hussain was injured when Nabeel alias Sherry, a target killer associated with the MQM and a resident of Shah Faisal Town, opened fire at the paramilitary force personnel during an operation, a Rangers press release said.

This was followed by retaliatory firing on part of the Rangers during which the suspect Nabeel sustained minor injuries and was later arrested, the statement said.

It added that all arrested target killers will soon be presented before anti-terrorist courts.

Earlier last month, Dawn newspaper had reported that Karachi Corps Commander Lt Gen Naveed Mukhtar had reiterated his trust in Rangers and other law enforcement agencies leading the ‘Karachi operation’.

On the occasion, Mukhtar had said that the operation was “apolitical, indiscriminate and free of any compromise” and was aimed at bringing the violence-hit city back to normality.

The deployment of Pakistan Rangers, Sindh, in Karachi is requisitioned under Article 147 of the Constitution, and under Clause 1 of Sub-section 3 of Section 4 of Anti-Terrorism Act 1997.

The paramilitary force has been authorised to prevent the commission of terrorist acts, or scheduled offences in notified area for the punishment of terrorist acts in accordance with the provision of the Anti-Terrorism Act 1997.

Banks, DFIs told to provide account details of 4 accused to Rangers

ISLAMABAD: On the express instructions of Rangers, the State Bank of Pakistan has asked all local and international banks and financial institutions operating in the country to provide complete bank details of four important people arrested in Karachi on charges of funding militants.

In a letter to the presidents and chief executives of all banks and development finance institutions (DFIs), the SBP has also circulated names of the four persons, including Dr Asim Hussain, former petroleum minister and a close confidant of former president Asif Ali Zardari, along with personal details, to provide information and documents to the paramilitary force.

Informed sources told Dawn that the other three in the list were deputy managing director of Sui Southern Gas Company Shoaib Warsi, its former managing director Zohair Siddique and Kamran Ihsan Nagi.

The sources said Rangers had sought access to the bank accounts of these people and their associates and family members.

The paramilitary force, according to the sources, asked the State Bank of Pakistan to direct the banks and financial institutions to provide copies of account opening forms, their authorisation or mandate given to other individuals to operate the bank accounts, along with signature specimen cards and copies of national identity cards.

The banks and DFIs are also required to provide statements of accounts from their opening date. They will also provide information about any other accounts, deposits or lockers maintained or operated by the four individuals or their business concerns with details of security offered, including members of their families.

The banks have been asked to provide details of any other banking facility if granted to a third person or firms against the deposit or guarantee of these individuals, along with details of such facilities, obtained, advised or extended by these persons.

Rangers also sought electronic credit information bureau (ECIB) reports on the four individuals and their family members, or their business concerns.

When contacted on Thursday, SBP’s spokesman Abid Qamar said he was not aware of any such instructions received from Rangers or issued by the SBP to banks regarding account details of the four individuals. He said the SBP and other banks were bound to provide bank details to courts if instructed, but he was not sure if such information could also be shared with law-enforcement agencies.

On Friday, Mr Qamar said he had checked with the department concerned but could not confirm the receipt of any letter from Rangers or dispatched by the central bank to banks and DFIs.

Senior Supreme Court lawyer Mansoor Ali Khan said the central bank had extensive powers under the Banking Companies Ordinance, 1969, and could seek any information from banks. Also, the central bank could secure any information from banks under the Anti-Money Laundering/Counter-Terror Financing Law (AML/CFL).

Moreover, under recent amendments made to income tax laws through the finance bill, the Federal Board of Revenue could have specific access to bank accounts for taxation purposes. Likewise, the competent authority, whether SBP, National Accountability Bureau or Federal Investigation Agency, could also have access to bank accounts under the AML/CFL and Protection of Pakistan Act (PPA), but apparently Rangers were not in that scheme unless separately provided for by the government under the law.

Dr Asim was picked up by Rangers on Aug 26, followed by three other individuals on charges of financing militant groups.

PPP's Amin Fahim among 11 indicted in NICL scam case

KARACHI: An accountability court on Saturday indicted senior Pakistan Peoples Party (PPP) leader Makhdoom Amin Fahim and 10 others in the National Insurance Company Limited (NICL) corruption case.

According to details, NAB court number 3 indicted the senior PPP leader along with former secretary of the commerce ministry Suleman Ghani and a number of other senior officials of the NICL in the multi-billion-rupee scam case.

Former chairman NICL Ayaz Khan Niyazi, directors Syed Hur Riahi Gardezi, Syed Naveed Hassan Zaidi, Amin Qasim Dada, Mohammad Zahoor along with two private persons Amir Hussain and Khawaja Akbar Butt were indicted today.

Amin Fahim and Suleman Ghani were indicted in absentia as the court accepted their counsel Haq Nawaz Halipoto's plea for exemption from appearance on account of the fact that his clients were abroad.

The accused have been indicted for causing huge financial losses to the national exchequer by purchasing a 10 Acre plot purchased in Korangi Deh Phihai in August 2009 at the rate of Rs.90,000,000/- per acre, against maximum market price of Rs.20,000,000/- per acre, causing a loss of Rs.70,000,000/- per acre to the national exchequer.

The court has also ordered the complainant former secretary commerce to appear for the September 30 hearing.

According to a report published in Dawn newspaper back in 2011, secretary of the ministry of commerce Zafar Mehmood had sent a written complaint to the FIA on Nov 16, 2010 in which he had requested them to probe all purchases of land at various places and on different times by the NICL. He had further requested to register a separate case regarding the prima facie embezzlement of NICL funds in the transaction of 10 acres purchased in August 2009 in a Korangi area against the amount of Rs90 million per acre, which allegedly caused huge losses to the exchequer.

Another accountability court had acquitted Ayaz Khan Niazi and five other NICL officials in a similar case pertaining to financial embezzlement in the purchase of a piece of land in Dubai in 2009, a Dawn newspaper report had said.

The cases regarding the NICL land scam were being managed by an anti-corruption court but were later transferred to the accountability court as the NAB moved an application to the judge of the anti-corruption court and submitted that since the apex court had transferred the investigation of the cases in question from FIA to NAB, the cases might be sent to an accountability court.

At least 47 Pakistani pilgrims injured in Makkah crane accident: FO

ISLAMABAD: At least 47 Pakistanis were injured in the crane accident in Makkah's Grand Mosque, which resulted in the deaths of at least 107 pilgrims on Friday.

Foreign Office (FO) spokesman Qazi Khalilullah said that out of the 47 injured, 26 Pakistanis were still admitted in three hospitals near Makkah, while others were discharged after necessary medical treatment. None of the Pakistanis in hospitals are said to be in serious conditions.

Some 25 pilgrims who had sustained minor injuries were given first aid at the spot, he said.

The spokesman said there was no news so far of any Pakistani having died in the accident, while none of the injured was in critical condition either.

Earlier in the day, Minister for Religious Affairs Sardar Yousaf told Radio Pakistan that around 50 Pakistani pilgrims were injured in the accident and seven of them were in critical condition.

He said about 25 Pakistani pilgrims were discharged after being provided with medical aid, while the rest were under treatment in various hospitals.

President, PM express grief over incident

President Mamnoon Hussain and Prime Minister Nawaz Sharif in their separate statements prayed for the departed souls and sympathised with the bereaved families.

Moreover, the prime minister has directed Pakistan's Ambassador in Saudi Arabia to provide every possible help to the injured and personally visit every Pakistani patient in hospitals on his behalf.

107 pilgrims reported dead

The pilgrims died when a massive construction crane crashed into Makkah's Grand Mosque during stormy weather Friday, killing at least 107 people and injuring 238, Saudi authorities said, less than a fortnight before the Haj pilgrimage starts.

According to the Saudi civil defence authority around 238 people were injured in the incident and they were being treated in nearby hospitals.

The incident occurred as hundreds of thousands of Muslims gather from all over the world for the annual Haj pilgrimage set to begin later this month.

SPA said that almost 800,000 pilgrims had arrived by Friday for the Haj, which all able-bodied Muslims are expected to perform if they have the means to do so. Last year, just over two million people took part.

Literaries demand official status for Pashto

QUETTA: The Pashto Academy Quetta's three-day international conference titled ‘Pashto Language and Globalisation, Challenges and Possibilities,’ began Saturday at a hotel in Quetta where writers, poets, intellectuals, authors and other literary figures demanded that the government grant Pashto the status of an official language.

Governor Balochistan Muhammad Khan Achakzai, while inaugurating the conference, termed Pashto as “imperative for the promotion of education and success of any society.”

“Committed nations resurrect their dead languages,” he said, referring to various ancient languages that were still alive across the world.

The governor pointed out that Pashto was neither an academic nor an official language in Pakistan. But Pashto-loving personalities, despite all odds, were still publishing works in the language, he added.

Renowned Pashto literary personalities from Kabul, Kandahar, Canada, Germany and other various parts of the world participated in the gathering, which discussed the history, importance and challenges faced by the Pashto language.

Speakers at the conference spoke at length about the importance of their mother tongue and urged the federal government to grant “national and official status” to all languages in the country.

Pashto literary figures presented their papers during the session and shed light on the history and importance of the language.

“Everyone has to work hard for the promotion of Pashto,” Habibullah Rafi, a writer from Afghanistan told the gathering.

Prominent personalities who attended the conference were Pashto Academy President Syed Khair Muhammad Arif, Muhammad Masoom Hotak from Canada, Wali Muhammad Achakzai from Germany, Habibullah Rafi from Afghanistan, Bacha Khan University Charsada Vice Chancellor Professor Dr Fazal Rahim Marwat, Abdul Ghafoor Lewal from Afghanistan and other dignitaries.

Punjab being run by ‘friends of terrorists’: Bilawal

LAHORE: Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari on Saturday criticised the ruling Pakistan Muslim League Nawaz (PML-N) government, saying that the people of Punjab were being punished since their province was run by 'extremists,' their 'sympathisers' and 'friends of dictators.'

“There can be no reconciliation with those who sympathise with extremists,” said Bilawal.

Speaking at a Kisan convention in Lahore, Bilawal claimed that the incumbent PML-N government was making it difficult for farmers and the masses to survive via its “anti-farmer policies.”

Amid chants of “Go Nawaz Go,” Bilawal accused the PML-N government of robbing farmers.

“Farmers are committing suicides and setting their own crops on fire as they are not being paid the due return of their hard work by the government.”

“The times are changing and the farmers and common people will not allow you to rule if you do not solve their problems”, Bilawal warned the ruling PML-N.

Reminding peasants and workers about what he said were the “farmer friendly” policies of the past PPP governments, Bilawal claimed his party had always paid the country’s farmers well for their produce and provided them power and urea on subsidised rates.

“Farmers are dying of hunger and you are rubbing salt on their wounds by launching projects like metro bus,” said Bilawal, taking a jab at the transport project for Lahore.

The PPP chairman also slammed PML-N's leadership for failing to live up to their promises of eliminating load shedding in two years.

About the ongoing anti-terror operation across Pakistan, the PPP chairman again took the PML-N to task, saying it was only after students of Army Public School of Peshawar lost their lives that the rulers realised an anti-terror operation was necessary.

“Otherwise they were holding dialogue with the Taliban.”

“Today they say that the whole nation is on the same page against terrorists and terrorism. But the reality is you have finally joined our ranks. I spoke against militancy and extremism when you were holding talks with them.”

Bilawal paid homage to the martyrs of Pakistan's war against terror.

After concluding his address, Bilal jumped into the crowd from the stage to meet party workers and farmers – a gesture appreciated by the crowd.

India's role in promoting terror in Pakistan no secret: Sartaj Aziz

KARACHI: Adviser to Prime Minister on National Security and Foreign Affairs, Sartaj Aziz, on Saturday said India’s role in promoting terrorism in Pakistan is not a secret anymore, DawnNews reported.

Talking at a foreign ministers’ forum at the Institute of Business Administration (IBA) in Karachi, Aziz said Pakistan will collect evidence of Indian interference in subversive activities across the border and will present a dossier at the United Nations.

“Not only is India interfering in Pakistan’s internal matters, it is also supporting terrorism in our country.”

The adviser on foreign affairs said documentary evidence of Indian involvement had “already been prepared,” adding that copies of the dossier will also be handed over to Indian authorities.

Discussing Pakistan’s ties with Afghanistan, Aziz said the recent spate of attacks in Kabul had strained the relationship between both countries.

“But Afghanistan must understand that just joining the table for talks with Taliban is not enough to ensure peace. Efforts must be directed at making these talks result oriented.”

The adviser also shed light on the gains made during operation Zarb-i-Azb and went on to say that the military’s offensive against terrorists had almost come to an end.

“The operation is 90 per cent complete and most terrorists have been killed while some have escaped into Afghanistan.”

Aziz said registration of seminaries was a perpetual task, one that will take time to complete.

Earlier, former foreign ministers Hina Rabbani Khar and Khurshid Kasuri also spoke on the occasion.


Pakistan Rangers, Indian BSF agree to halt ceasefire violations

LAHORE: Pakistan Rangers and India Border Security Force (BSF) on Saturday agreed to stop border violations along the Line of Control (LoC), check smuggling and ensure expeditious repatriation of those who inadvertently cross borders.

Pakistan Rangers Director General Major General Umar Farooq Burki returned via Wagha after a three-day bi-annual meeting with his Indian counterpart. These talks are a regular feature and are held alternately in Pakistan and India.

According to an earlier report by Dawn, Adviser to the Prime Minister on National Security and Foreign Affairs Sartaj Aziz on Tuesday said that the dialogue would help reduce tensions along the LoC

The Pakistan Rangers spokesperson told APP that both sides also agreed to strengthen the dialogue process to resolve border management at the bilateral level, and stressed the need to foster mutual confidence between the two border-guarding forces.

The spokesman said talks were held in a congenial atmosphere, adding that consensus was reached to remain engaged and encourage local commanders, including those at the junior level, to mutually resolve issues related to border management affairs.

Ceasefire violations along the Working Boundary were discussed at length and it was agreed that all necessary measures will be ensured to avoid such incidents in the future to save the lives of innocent civilians.

Both sides also agreed to mutually devise better and effective anti-smuggling measures along the border.

Dilating upon the issue of inadvertent border crossers, both sides assured their expeditious repatriation.

DG Rangers thanked his Indian counterpart for their hospitality and warmth extended during their stay in India.

Earlier, it was reported by Dawn that 26 Pakistanis had been killed in over 200 ceasefire violations along the Line of Control and the Working Boundary over the past three months.

The next bi-annual meeting will be held in 2016 in Pakistan.

Smokers’ Corner: World of the news

Last week local TV channels began reporting that the Habib University in Karachi was under attack. They also claimed that security personnel had entered the university because they believed that some terrorists were hiding there.

Alas, no such terrorist was found from inside the university. But the police and Rangers did find a couple of TV reporters there. They were seen running from one classroom to the other mouthing sound effects of gun fire (dhishoom, dhishoom!) in their microphones.

Well, such is the pressure on TV reporters to produce dramatic news on a constant basis. One TV reporter who was said to have taken out the most convincing sound of gun fire from his mouth during the (non)-siege at the university, said that most TV reporters these days are given special training to mouth sound effects.

He said, “we are trained to take out (from our mouths), sound of all kinds of gun fire. Machine gun, rifle, pistol, 9mm, .45 magnum, you name it.” He also informed that the repetitive swashing sounds heard during breaking news (Shoosh! Shoosh!) are also taken out by TV channel personnel. “But those effects are mouthed by newscasters alone,” he explained. “They are trained to keep punctuating reading the breaking news with these sounds. It’s quite a remarkable ability, really,” he added.

However, the TV reporters were confronted by some parents of the students who were at the university during the (non)-siege. They accused the reporters and their channels of creating unnecessary panic and worries for the parents.

In response, some reporters managed to pacify the enraged parents by taking out sounds of various pleasant birds and then entertaining them with sound effects of a Ping-Pong game. TV channels reported that the matter was settled amicably.

Meanwhile, in other news, newspapers reported that a local court in the capital city of El Salvador has issued warrants for the arrest of Altaf Hussain. The judge noted that since everybody else was doing it, why shouldn’t he.

So far almost every court across Pakistan has issued warrants against MQM chief, Altaf Hussain. Even tiny courts operating in the country’s remotest areas have gone on to issue such warrants as well. For example, a court in Bara Zizri, one of the most remote villages in the country, issued a warrant against Altaf, even though the judge was not quite sure exactly who Altaf really was.

In his judgment the judge noted: “This decision is based on what village elder, Ghulam Qadir Ahmad’s son, Ghulam Nafees Ahmad, heard from his friend Junaid Bokhari who lives in Quetta and has cable service on his TV. Junaid told Nafees who then told Qadir who eventually told me, that courts all over the country were issuing warrant after warrant for the arrest of someone by the name of Altaf Hussain. Qadir told me that this was due to this man’s terrible singing abilities. Qadir also said that a warrant from me may also help our village’s name to appear in the media and remind the authorities that Bara Ziri is very much part of Pakistan and not Nepal.”

In other news, former president and the co-chairperson of the PPP, Asif Ali Zardari lambasted the Nawaz Sharif government for reviving the politics of the 1990s. In his statement issued from Dubai, Zardari stated: “Nawaz is returning to doing politics of revenge. He is reviving the politics of the 1990s. Even Wasim Akram and Waqar Yunus have begun to warm up!”

Pakistan’s ace fast bowler of the 1990s, Wasim Akram, told reporters that indeed he (Akram) did get a bit excited after reading Zardari’s statement but soon settled down after his son reminded him that grunge died with Kurt Cobain in 1994.

Akram’s former fast bowling partner, Waqar, too is said to have gotten a tad excited by the statement until he pulled a muscle and declared, “well, so much for the ‘90s coming back.”

Now, some news from neighbouring India: Indian Prime Minister Narendra Modi’s recent visit to the UAE and Saudi Arabia has been seen with increasing interest by the military-establishment of Pakistan. Modi has managed to strike a number of friendly economic deals with UAE and Saudi monarchies.

Commenting on the growing relations between India and the Gulf countries, a Pakistani military spokesman diplomatically hailed the newly enhanced relations between India and Pakistan’s brethren countries in the Gulf. He added: “To further strengthen these relations, India should remove its troops from the Indo-Pak Line of Control (LoC) and ship them to Yemen.”

The statement, however, did not go down well with the Indian military’s high command. Indian army chief, Yuvraj Mohan Asrani, issued a short but forceful response. He said: I warn Pakistan. Stop issuing such statements. Because remember, ‘hum angrezon kay zamanay kay jailer hain!’

The response from Pakistan’s military high command was equally short. In fact a lot shorter: ‘LOL!’

Meanwhile, right-wing Hindu militant outfit, the Shiv Sena, has suggested that “to answer Pakistan, Hindus will need to become human bombs.”

President of Shiv Sena, Uddhave Thackery, exhibited his approval of the declaration and issued a congratulatory statement to members of his outfit. The statement read: “I fully endorse your views, brothers. Mogambo khush hua.”

Experts have described this statement to be an aggressive expression of Militant Vegetarianism — an ideology born from consuming tainted cabbage while standing on one’s head during the yoga sessions of the 42-Day Challenge fitness programme.

Litigants suffer as lawyers boycott city courts

KARACHI: Lawyers boycotted court proceedings at the City Courts on Saturday in protest over registration of a case under the antiterrorism law against their colleague.

Judicial officers remained confined in their chambers and thousands of litigants suffered as members of the Karachi Bar Association boycotted the legal proceedings.

The lawyers also announced that they would continue to boycott the court proceedings at the City Courts on Monday if the case against Advocate Salman Naeem was not withdrawn.

The lawyer was booked by the City Courts police for allegedly physically maltreating a judicial officer on a complaint of Judicial Magistrate/Civil Judge Imam Zaidi. The KBA also announced a rally to be taken from the City Courts to the Sindh High Court in protest over the registration of the case against the lawyer.

Jhagra attends congress of Turkish ruling party

ANKARA: Senator Iqbal Zafar Jhagra, secretary general of the ruling PML-N, attended the congress of Justice and Development Party (AKP) here on Saturday.

According to a press release, he is visiting Turkey on the directives of Prime Minister Nawaz Sharif to attend the congress on his behalf. The congress was convened in the run-up to snap parliamentary elections in Turkey scheduled for Nov 1.

During a meeting with Turkish Prime Minister Ahmet Davutoglu, Senator Jhagra conveyed to him Prime Minister Sharif’s greetings and best wishes for a successful AKP congress and the party’s victory in the coming elections.

The senator reaffirmed Pakistan’s commitment to make efforts for transforming the excellent political relations between the two countries into a strong economic partnership. He underscored the importance of enhanced cooperation in different fields, particularly trade and investment, cultural and student exchanges and people-to-people contacts.

Prime Minister Davutoglu highlighted the unique closeness of ties and said the two nations shared sorrows and joys and always grieved and rejoiced together. During the congress, Mr Davutoglu was re-elected chairman of the AKP.

Urs celebrations at Luari Sharif held peacefully amid row over custodianship

BADIN: While an over three-decade-old controversy over the custodianship of the Luari Sharif shrine continued to cast a shadow on peace in Badin city and other parts of the district, the dominating group that recently managed to persuade the Auqaf department to unseal the place organised the 34th Urs of Khwaja Gul Hassan on Saturday. The rival group held its own Urs celebration ceremony at a place close to the shrine.

Proceedings of both ceremonies were held amid tension and fear of a clash but the congregations ended peacefully.

The controversy had led to the sealing of the shrine 33 years ago and violent attacks involving disciples belonging to the two rival groups have already left about a dozen people dead and several others injured.

In a surprise move, Abdul Qayyum Soomro, adviser to the chief minister on Auqaf, along with a group of disciples belonging to one group unsealed the shrine on Aug 21 and assured them of long-due repair and renovation work. The rival group expressed its resentment over the move and on Sept 2, they held demonstrations in several towns of Sindh challenging the adviser’s authority to reopen the shrine and insisting that it should also have been taken on board.

Several hundred disciples belonging to the dominating group thronged the shrine the very next day in a show of strength and their leaders announced that any attempt to further hinder the repair and renovation work at the shrine would be resisted tooth and nail. They thanked the provincial government for reopening the shrine and started preparations for the Urs.

On Saturday, the Urs celebrations were held in a peaceful manner with several thousand disciples, including women and children, taking part in day-long rituals. The Langar (Food) was distributed whole day among the people.

Meanwhile, Mir Sikandar Ali Jamali (in whose supervision the celebrations were held) and Baloch Abdur Rahman, another leader of the organising group, told the media that the property worth millions of rupees belonging to the shrine was being managed by the Auqaf department.

They were responding to the questions regarding the controversy over the shrine’s custodianship and the government’s alleged siding with the dominating group.

They said they were keenly looking for Chief Minister Syed Qaim Ali Shah’s action on his promise to get the the shrine and the adjacent mosque repaired and renovated as it had been crumbling since the 2010 floods, which had caused extensive damage to the historical structure.

They said that although Mr Soomro unsealed the shrine for an inspection keeping in view the plan for the repair and renovation work, it was sealed again and disciples were allowed to hold the Urs celebrations outside the shrine as had been in practice for 33 years.

It is pertinent to mention here that the tomb at the shrine originally belongs to Hazrat Khwaja Mohammed Zaman, a 12th century saint, but his followers have been holding the Urs of his only son, Khwaja Gul Hassan, for the past 34 years.

10ft python killed in Bagh-i-Jinnah

LAHORE: A 10-foot python was killed at the Bagh-i-Jinnah by its staff early on Saturday.

Officials of the Punjab Wildlife Department claimed the reptile was killed in self-defence.

The department has so far not challaned any of those who killed the reptile despite the fact that it fell in the category of protected animals in the Third Schedule of Punjab Wildlife Act 1974 (amended up to 2007).

Regarding electronic media reports the python entered the garden from the Lahore Zoo’s snake house, Zoo Director Muhammad Shafqat denied the python belonged to the zoo, adding the garden was a huge place with a lot of greenery and the presence of a python there was not surprising.

Wildlife Officer Javed Awan said the python had been handed over to the wildlife department and given to a taxidermist for stuffing.

On being asked why the Punjab Wildlife Department had not challand or fined those who killed the python as it was a protected species, Awan said the department would initiate an inquiry into the matter and reasons would be determined as to whether it was killed in self-defence or deliberately.

Punjab Wildlife Department Director General Khalid Ayaz was asked why no case was registered against the killing of a protected snake. He said snakes were terrifying reptiles and the python could have been killed out of fear, adding the department was looking into the matter and steps would be taken according to the findings.

Security beefed up as 10 militants shifted to Sukkur jail from Karachi

SUKKUR: Security has been beefed up at the Sukkur central prison after transfer to it of 10 dangerous prisoners associated with banned outfits from Karachi, according to Jail Superintendent Shahid Hussain Chhajro.

Mr Chhajro told journalists on Saturday that overall security at the jail had been tightened, jammers had been installed and construction of a bomb proof wall around the jail was going on at a fast pace. It would be completed soon, he added.

He said that policemen and Rangers personnel performed duty in and outside the jail premises round the clock and they were on high alert and ready to tackle any situation.

JUI-F leader gunned down

KHUZDAR: Hafiz Abdul Wahid Rakhshani, a leader of the Jamiat Ulema-i-Islam-Fazl, was shot dead in Greasha area on Saturday.

According to Levies officials, Hafiz Rakhshani, the JUI-F’s general secretary in Greasha, was going home in the Naal tehsil when men on a motorcycle opened fire on him.

The body was handed over to the family after legal proceedings.

More Lahore eateries fail to meet hygiene standards

LAHORE: Punjab Food Authority teams on Saturday sealed many eateries and restaurants for flouting hygiene standards and laws in various parts of the city.

A PFA team headed by Director Operations Ayesha Mumtaz sealed Riasat Hotel on Mumtaz Road in Samanabad Town.

It also sealed Malik Hotel on Scheme Morr, Baba Baghdadi Qulfi and Afzal Milk Shop. The team imposed fine on Chand Naan Shop and Chicken Koozi Haleem Hotel and Kashmir Bakers in the Pakki Thatthi area.

Data Ganj Bakhsh Town sealed Desi Pardesi Restaurant in Anarkali Food Street, Rizwan Mini Mart in Joay Shah area, a production unit of Paradise Sweets & Bakers and Desi Pardesi Pan Shop. The team also imposed a fine on Goga Naqeebia Murgh Chanay.

A Gulberg Town team sealed Babagosh Restaurant in Mini Market, Quiz Restaurant on MM Alam Road, Kashmir Hotel and Hamad General Store in Saint Mary Park area.

It also imposed a fine on Mirchi Restaurant on MM Alam Road.

A PFA team in Nishtar Town sealed Dewan Sweets Store, Shakeel Hotel and Al-Abbas Hotel in Kahna Nau area.

Officials in Ravi Town sealed Zaiqa Biryani, Foodex Store and Cooku Zain Restaurant in Shahalam Market. It also imposed a fine on Nazim Naan Shop.

A PFA team of Iqbal Town sealed Younas Bakery in Saidpur area on Multan Road and imposed a fine on Bismillah Naan Shop.

Officials said that sealed eateries would be de-sealed after a period of seven days subject to gravity of offence.

Unhygienic meat: Various teams of the City District Government of Lahore’s livestock wing on Saturday seized 200kg of unhygienic meat after it raided premises in various parts of the city.

The teams led by livestock Deputy District Officer Dr Rahat Ali and others also had five butchers arrested while they were cutting unhygienic meat on premises of Malik Park, Ameen Park and Islampura localities. The teams also had cases registered against the butchers they arrested.

The seized meat was later shifted to Shahpur Kanjran automated slaughterhouse, where the officials discarded it.

CAPTURED: A special squad of the CDGL on Saturday arrested 17 beggars including four women for seeking alms at various spots of the city.

According to a spokesman, the beggars captured were later shifted to the government owned centre named Social Welfare Home on Raiwind Road for rehabilitation. Meanwhile, price control magistrates of the CDGL had 64 shopkeepers arrested besides imposing fine amounting to Rs75,000 on others for overcharging in open markets.

DRUG CASES: The District Quality Control Board in a meeting on Saturday forwarded cases of 45 medical stores to drug court for initiating legal proceedings against them.

The board also issued warning notices to the owners of eight medical stores and extended sealing duration of another nine stores.

Cases of eight medical stores were pended till next meeting, according to a spokesman.

Harking back: The Mughal eunuch who signed away Lahore

Exactly 250 years ago, on the 16th of April, 1765, the first Sikh rulers of Lahore rode into the city and took over the Lahore Fort. The great Ranjit Singh was not yet born. The Sikh era had formally started.

The Sikhs managed to take power while the Governor of Lahore, Kabuli Mal, an Ahmed Shah Abdali-appointed ruler, was away in Jammu recruiting Dogra soldiers to help him to save Lahore. The rise of the Sikhs can only be understood, and was only possible, if we consider it as the rise of the Punjab’s oppressed peasantry. Otherwise this rise was just not possible.

The fast dwindling power of the inept Mughals as the sub-continent disintegrated meant that they were not able to provide military assistance to stop Afghan invaders bent on loot, pillage and rape. Internally, Punjabi peasants of every social and religious variety were taxed to unbearable levels by Hindu and Muslim landlords acting for themselves, for the Mughals and also the Afghans. In some places starvation was the result.

Just how did this vacuum come about? A lot of us have never studied this immensely important period in the history of Lahore and Punjab. Surely it represents a glorious period in the history of the people of our land. It is in this growing vacuum that we see the Afghan invader coming to the sub-continent nine times to loot its wealth. In a way that process is as old as time, and in a way still continues, only now it is subtle and invisible.

The vacuum of power really opened up in 1752 when the weak Mughal court could no longer provide the Governor of Lahore with military assistance against the increasing Afghan raids. An even greater headache was the increasing militancy power of Punjab’s peasantry, led as they were by the Sikhs. For this reason there was a need for the Governor to search for foreign mercenaries, like the Dogras, to protect their possessions.

The fast growing power of Sikhs is in reality the story of the poor exploited peasantry of Punjab. The immediate threat to them was that of feudal lords, mostly Muslims of Afghani, Irani and Turani origin, who kept them in bondage, and hence in perpetual poverty.

Legally speaking Lahore was under Mughal rule, at least until the 13th of April, 1752, when the Mughal emperor, ironically also named Ahmed Shah, under the influence of his handsome Irani eunuch ‘darogha’ (head police official) Javed Khan, in a treaty agreement signed away sovereign power over Lahore from the Mughal Empire to the ruler of Kabul. This is an immensely important event in our history because it shaped, to a considerable extent, the way events unfolded over the next century. It was more than half a century later that Maharajah Ranjit Singh got legal sovereignty restored, which till the Treaty of Amritsar of 1809 remained with Kabul.

In a way it was this agreement that, initially, prevented the British from taking over Punjab directly. There is a school of thought that claims the British undertook incursions into Afghanistan so that they could legally annex Punjab. Surely the power equation as it stood then go against this proposition. As both Afghan and Mughal strength was slowly and effectively drained by the Punjabis themselves, and with Mughal armed strength collapsing, that vacuum led to a period of immense uncertainty.

But the agreement of 13th April, 1752, also opened the door to an array of events that led to the collapse of both the Afghans and the Mughals. In this period also rose a remarkable lady by the name of Mughalani Begum, who was to become the ruler of Punjab for a very brief period. The story of this remarkable woman has been dealt in great detail by my senior Rafique Dogar in his amazing book ‘Mughalani Begum’.

Mughalani Begum was the wife of Mir Mannu, the Governor of Punjab and son of Nawab Qamaruddin Khan, the Prime Minister of Delhi. Her maternal uncle was Zakariya Khan, Viceroy of Punjab. Her real name was Surraiya Begum and after marriage was called Mughalani Begum. But more on her later.

The Mughal forces of Mir Mannu had managed to defeat the marauder Ahmed Shah Abdali on the 11th of March, 1748, in the battle of Manudar. After this defeat Abdali headed for Lahore, followed at a safe distance, by the forces of Mir Mannu. The weak Mughal emperor Muhammad Shah on hearing of the victory of Mir Mannu appointed him Viceroy of Punjab, who immediately appointed Kaura Mal as his Diwan in Lahore.

The clash between Mughal and Afghan forces allowed the third force, the Punjab peasants led by the Sikhs, to occupy huge tracts of land. They started butchering rich landlords of every hue and shade as peasants formed ‘panchiats’ and spelt out in detail the tactics and past of every landlord. For the exploiters, both Mughals and Afghans, this was a startling result of their rivalry and was denuding Punjab of their ‘income generators’. In a way it was Punjab’s first proletarian revolution.

Initially, the Mughals took on the role of crushing the Sikhs as the Afghans held their hand for two years. Many scholars believe this was a ‘silent agreement’ with the objective being to crush the Sikh-led Punjab’s peasantry. The massacres of the Sikhs that followed are beyond description, and today form a major part of the Sikh historical discourse. The logic of the Afghans was that as the Sikhs and the Mughals weakened, this would open the door for them to sweep away all. Kaura Mal read through this and suggested that the Sikhs be placated and the Afghans be dealt with first.

Abdali invaded in December 1751 and defeated the Mughal forces. In a diplomatic move Abdali made Mir Mannu the Viceroy of Punjab. This effectively undercut Mughal rule and led, again in mysterious circumstances, the Irani eunuch Javed Khan to force the Mughal emperor Ahmed Shah to sign away Lahore and Multan to the Afghans. The fight from this point onwards was between the Afghans and their agents and the Punjabis.

Here we see the mysterious death of Mir Mannu in November 1753, and the rise of his wife Mughalani Begum to power. For two years the rule of Mughalani Begum is one of utter intrigue and uncertainty and makes immensely interesting reading. Finally Ahmed Shah Abdali ended this by appointing her deputy Muhammad Amin Khan as the Governor.

The fight from this point onwards was between the Punjabis, led by the Sikhs, and the Afghan invaders. With time and given the fluid tactics of the Sikhs, the Afghans were weakened. In this context on the 16th of April, 1765, the Sikh trio of Lehna Singh, Gujjar Singh and Sobha Singh took over Lahore.

Twenty months later Abdali returned and the people of Lahore literally begged him to appoint Lehna Singh as the Subedar of Lahore. Abdali sent Lehna gifts and fruit with an offer of ‘sobedari’. Lehna Singh returned them and sent him a bag full of roasted gram (Bhunnay Channay). “We are free people and live off channay,” he said. Abdali, as one account says, said: “Our time to leave has come”. The rest is history.

Muttahida Muslim League in the offing

LAHORE: Leaders of different factions of Muslim League gathered at the residence of former governor of Punjab Sardar Zulfiqar Ali Khosa here on Saturday and discussed modalities for launching the Muttahida Muslim League (MML).

PML-Q president Chaudhry Shujaat Hussain, former speaker of National Assembly Hamid Nasir Chattha, former chief minister of Sindh Ghous Ali Shah, former chief minister of Punjab Dost Mohammad Khosa, Sardar Attique Ahmed and Rashid Qureshi attended the meeting.

They discussed bringing all factions of Muslim League, except the one led by Nawaz Sharif, and disgruntled leaders and workers of PML-N on the platform of the proposed MML.

Talking to reporters after the meeting, Chaudhry Shujaat said his faction together with other Muslim Leagues would launch struggle against rulers.

Hamid Nasir Chattha said the formation of the MML might be announced after the next round of meeting.

Earlier, Chaudhry Shujaat met All Pakistan Muslim League president retired Gen Pervez Musharraf and PML-F chief Pir Sibghatullah Shah Rashidi. All these leaders agreed to join hands.

Zulfiqar Khosa said that a new Muslim League with all its factions, except PML-N, on board was the need of the hour. “We earlier had discussed about forging an alliance of all Muslim Leagues but later decided to form a new party,” he added.

Raise in fee: Schools, parents stick to their guns

LAHORE: While Chief Minister Shahbaz Sharif has asked the private educational institutions not to increase fees ‘unjustifiably’, Punjab Education Minister Rana Mashhood on Saturday could neither convince the private schools to withdraw recent increase in fee nor the parents to stop their weekly protest.

In a meeting with the representatives of different private schools associations and parents here at his office, Mr Mashhood assured the parents that he would look into the matter.

He also asked the private schools associations to review their fee structure.

The parents, however, refused to suspend the protest till the withdrawal of fee increase. The parents have been holding a weekly protest against the private schools for ‘unjustifiable’ increase in fee.

They have announced a protest on Monday (Sept 14) at Liberty Chowk.

The minister, however, constituted a committee to look into the matter.

Meanwhile, Chief Minister Shahbaz Sharif has said that private educational institutions will not be allowed to increase fees ‘unnecessarily.’

“Private schools and colleges will not be granted permission to take decision about fees on their own. Action will be taken against private institutions under the rules and regulations,” he said.
