2002 appointment of Ogra’s executive director challenged in IHC

ISLAMABAD: The appointment of Mohammad Yasin as executive director of Oil and Gas Regulatory Authority (Ogra) in 2002 has been challenged 12 years later in the Islamabad High Court (IHC).

Mr Yasin is a key prosecution witness in the Rs82 billion Ogra scam case in which Ogra’s former chairman Tauqir Sadiq and some serving and former officials of the authority are alleged to be involved.

Mr Yasin has recently filed a petition in the Supreme Court claiming that he is being harassed by senior colleagues for testifying in the Ogra scam case which is being tried in the Accountability Court of Islamabad.

The petition against Mr Yasin was filed by local lawyer Haider Ali against his appointment as the authority’s executive director in 2002.

According to the petitioner, Mr Yasin who was working as deputy director in the Ministry of Petroleum and Natural Resources in 2002 assumed the office of Ogra’s executive director without relinquishing the charge of his previous post in the ministry and for some time drew salaries from the ministry and also from Ogra.

According to the petitioner, Mr Yasin has now applied for the post of Ogra’s member oil and has been interviewed by a panel constituted for the purpose.

The lawyer requested the court to issue a decree against the initial appointment of Mr Yasin in Ogra and the process initiated for the recruitment of member oil.

After hearing the preliminary arguments Justice Shaukat Aziz Siddiqui of the IHC issued notices to the ministry, Ogra and Mr Yasin and sought their comments.

The court adjourned further hearing in the matter till a date to be fixed by the registrar office.

Field commanders agree to defuse LoC flare-ups

NEW DELHI: India and Pakistan on Monday agreed to exercise restraint and work for defusing the situation on the Line of Control (LoC), which has been witnessing repeated ceasefire violations as senior army officers of the two countries held a Flag Meeting in Poonch sector of Jammu and Kashmir, Press Trust of India said.

The Brigade Commander-level Flag Meeting was held at Chakan-da-Bagh LoC crossing point in Poonch sector at 11.30am, PTI quoted PRO, Defence, S.N. Acharya as saying.

It said the representatives of the two sides addressed a host of issues regarding ongoing ceasefire violations, targeting of civilians and sniping action on the LoC.

“Both sides have understood the importance of exercising restraint and have decided to take steps to defuse the situation,” Mr Acharya said.

The meeting lasted for about an hour and the Indian side was represented by Brigadier H.S. Sareen and the Pakistani side by Brigadier Osman.

This is the first Flag Meeting held at the level of Brigadiers after nearly 20 days of heavy firing and shelling of 120mm, 82, 61 mm mortar bombs, Rocket Projectile Grenades and automatic weapons allegedly by Pakistani troops in Poonch district along the LoC, the Indian agency said.

Pakistan claims the violations and heavy firing by Indian troops has caused deaths and damage among civilians on its side.

The last Brigade Commander-level meeting was held on Sept 4 last year after the LoC saw 45 days of heaviest firing by Pakistani troops since 1971, PTI said.

PTI told to seek permission for Oct 4 rally

ISLAMABAD: The capital administration on Monday said it had not yet received any application from the Pakistan Tehreek-i-Insaf for holding a procession on October 4 in Islamabad, an official of the administration told Dawn.

“The question of denying or allowing the PTI to hold procession does not arise until the party submits a request in this regard,” said a senior officer of the administration on condition of anonymity.

“So far the capital administration has neither denied nor allowed the PTI to hold a procession at D-Chowk on October 4 as it (PTI) has not sought permission as yet,” he added.

However, the local administration has informed the PTI that gathering of any kind is not allowed at Red Zone due to the prevailing security situation, he said, adding the administration is ready to allow the PTI to hold its public meeting elsewhere in the city, but for it, too, it has to seek permission from the district administration.

The official said the PTI chief coordinator retired Col Yunus Ali Raza in a letter to the deputy commissioner, Islamabad, had only informed the administration that the PTI was holding a rally at D-Chowk, Islamabad on October 4.

In the letter he informed the DC that in the procession the PTI chairman, Imran Khan, would be the chief guest, the official said.

The PTI official also informed the administration that a large number of senior party leadership were likely to address the rally.

The letter sought necessary security cover and allied facilities for the rally, the official added.

In response to the letter, DC retired Capt Mushtaq Ahmad intimated to the party that due to precarious security environment, all public gatherings and rallies were banned in Islamabad for which Section 144 of CrPC had already been imposed in the city, the official added.

“No political gathering of any kind is allowed in Red Zone,” the official quoted from the letter of the DC to the PTI chief coordinator.

Staging rally elsewhere in Islamabad also requires NOC (no objection certificate) from the capital administration after submission of an affidavit, the letter quoted by the official, adding that “therefore, any public event necessitates prior coordination and permission for necessary security arrangements and relaxation of CrPC section 144 if granted by the district magistrate.”

“Without prejudice to the capital administration’s decision regarding relaxation of CrPC section 144 presently invoked in the capital by the district magistrate, you are requested to direct your party to approach the administration and share the details of the proposed programme on the said date,” the letter said.

War against terrorism is the war for Pakistan’s future: Air Chief

PESHAWAR: Chief of the Air Staff Air Chief Marshal Sohail Aman on Monday visited Pakistan Air Force (PAF) camp Badaber and said that the war against terrorism is the war for Pakistan’s future.

“The enemies of Pakistan should remain cognisant of the fact that no one can shake our resolve,” said ACM Sohail Aman, while addressing a gathering of PAF airmen during his visit to the PAF base.

“The air chief prayed for the martyrs of the attack and lauded the valiant response of the airmen who fought bravely during the recent terrorist attack,” said Air Commodore S M Ali, a spokesperson for the PAF.

ACM Sohail Aman also said on the occasion that PAF as a force is more resilient to fight against the menace of terrorism and they will never let the terrorists succeed in their nefarious designs

Late last week, at least 42 people, including 13 terrorists, were killed as PAF Badaber came under attack by Tehreek-i-Taliban Pakistan (TTP) militants.

Air Chief Marshal Sohail Aman had met COAS Raheel Sharif and the Corps Commander at Corps Headquarters in Peshawar during the attack and had also briefed the prime minister about the ongoing operation in Badaber over the telephone.

In a press conference later on the day of the attack, Director General Inter-Services Public Relations (ISPR) Major-General Asim Bajwa had said that the attack on PAF Badaber camp was planned and controlled from Afghanistan.

However, the government of Afghanistan strongly rejected the claims as baseless that the attack on PAF camp in Peshawar was planned and controlled from Afghanistan.

Gen Raheel approves death sentences of nine hardened terrorists: ISPR

RAWALPINDI: The Chief of Army Staff General Raheel Sharif on Monday approved the death sentences of nine ‘hardcore terrorists’ involved in various heinous terrorism activities, said a statement released by head of military's media wing on Twitter.

The director general of Inter-Services Public Relations (ISPR), Maj Gen Asim Bajwa, tweeted that the army chief confirmed the death sentences of nine hardcore terrorists involved in the killing of civilians and security personnel.

The condemned terrorists were involved in the killing of Major General Sanaullah, General Officer Commanding for Malakand division, and Lt Col Tauseef Ahmed during an attack on the military convoy in Swat.

The Tehreek-i-Taliban Pakistan had claimed responsibility for the attack. The police later claimed that the suspect behind the attack, Abdul Rahim alias Raes, was arrested in March this year during an operation in Barawal, near the Pak-Afghan border.

The ISPR said that those convicted were involved in sectarian attacks in Mastung, killing of civilians and security personnel in Khyber Pakhtunkhwa, suicide attack in Nowshehra and the IED attack on military convoy in Swat.

One terrorist has also been awarded life imprisonment, DawnNews quoted the ISPR as saying.

The military statement did not disclose when the sentencing was done. There are currently nine military courts in the country. The army chief recently agreed to increase the number of tribunals in Karachi.

Political parties had unanimously agreed over the issue of setting up military courts to tackle terrorism cases in the country following the gruesome attack on the Army Public School in Peshawar in December 2014, following which the Parliament passed the 21st constitutional amendment to set up the said courts.

The apex court did however keep the power to review sentences in certain cases, where it feels the condition of fair trial is not met.


The ISPR later shared the details of the convicts, which are as follows:

  • Said Zaman Khan s/o Said Nawaz Khan. The convict was an active member of Harkatul Jehad-i-Islami and was found involved in attacks on military in Khyber Pakhtunkhwa, which resulted in death of six soldiers, causing injuries to five soldiers and damage to government property.

  • Obaid Ullah s/o Muhammad Azam Baloch. The convict was an active member of Harkatul Jehad-i-Islami and was involved in attacks on military in KP which resulted in the death of two soldiers and injured 18 others. A cache of explosives, and firearms were also recovered from Obaid’s possession.

  • Mehmood s/o Khawaza Khan, an active member of TTP, was found involved in attacking security personnel in KP, killing two soldiers and injuring 13 others. He admitted his offences before the magistrate and trial court and was awarded death sentence.

  • Qari Zubair Muhammad s/o Sakhi Muhammad, an active member of TTP, was involved in abetting a suicidal attack on a mosque in Nowshera in which five people were killed and 81 others injured.

  • Rab Nawaz s/o Shahi Room, an active member of TTP, was involved in killing of two civilians, processing firearms and abetting attack on military in Peshawar which resulted in death of two soldiers and caused severe injuries to another.

  • Muhammad Sohail s/o Zahoor Ahmed, an active member of TTP, was involved in abetting attack on Bannu jail, owing to which, large number of terrorists managed to escape from the jail and also resulted in injuries to two police constables and a soldier of frontier constabulary.

  • Muhammad Imran s/o Muhammad Hanif was found involved in sectarian killings in Mastung which resulted in death of 27 persons. He was also found involved in attacking security personnel, possessing fire-arms and explosives.

  • Aslam Khan s/o Rozi Khan, an active member of TTP, was charged with killing four persons including a soldier and injuring nine others.

  • Jameel ur Rehman s/o Sher Rehman, an active member of TTP (Swat), was involved in attacking military convoy which killed Maj General Sana Ullah. He was also involved in kidnapping and slaughtering the law enforcement officials.

  • Jamshed Raza s/o Allah Ditta, an active member of Harkatul Jehad-i-Islami, was involved in killing of two soldiers and possessing fire arms and explosives.

The ISPR further said that all the convicts were civilians and they admitted to their offences before the magistrate and the trial court, following which they were awarded death sentences except Jamshed, who was given sentence of imprisonment for life .


Police to crack down on sectarian pamphlets

RAWALPINDI: The Punjab government has directed the police to launch a province-wide crackdown against the distribution of provocative, sectarian pamphlets and posters.

This comes after intelligence reports suggested the banned group, Lashkar-e-Jhanvi (LeJ), had threatened a prominent Shia leader not to hold the Majlis-i-Aza at a Darbar in Multan during the upcoming month of Muharram. A security source has confirmed the threat was made through a letter.

The government has already taken a strict stance on the collection of animal hides over Eidul Azha. A senior police officer at the Counter Terrorism Department said operations were in place to check up on banned groups and see if they were raising funds or planning to set up camps for collecting animal hides.

He said: “Any individual associated with banned organisations or placed on schedule four of the Anti-Terrorism Act (ATA) will not be allowed to establish camp to collect animal hides or to raise funds.” He added that security agencies were also watching individuals previously associated with banned outfits or placed on the 4th Schedule.

According to a security source, the Punjab Home Department, after gathering intelligence reports from Faisalabad, Rahimyar Khan, Multan and D.G. Khan, has found some individuals ignoring the government ban on distribution of pamphlets and posters regarding the collection of animal hides.

Security worries over LG polls in Muharram

ISLAMABAD: The inspectors general (IGs) of Punjab and Sindh told the Election Commission of Pakistan (ECP) on Monday that they feared that the local bodies elections — currently scheduled to be held during the month of Muharram — may be targeted by terrorists.

The fears were expressed during an ECP meeting held to review arrangements for the polls in Punjab, Sindh and Islamabad Capital Territory.

Chaired by Chief Election Commissioner retired Justice Sardar Muhammad Raza Khan, the meeting was also informed that thousands of leaders and activists from banned outfits would be contesting the polls with different organisational affiliations. The CEC, however, was quoted as telling the IGP, “It is your duty to trace such people out and report them to the ECP”.

The IGs’ apprehensions appeared to be an attempt to seek further postponement of the first phase of local government elections.

The IG Punjab also raised the issue of increased threat levels during the month of Muharram, but said that a polling station-wise security plan was already in place and the Quick Response Force (QRF) was ready to meet any challenge. He also said that strict security measures would be taken at polling stations with a history of electoral tensions.

The two IGPs said the provinces would requisition the army and Rangers for reinforcements, if need be.

At one stage, the CEC observed that the local government law and rules and delimitation were prerequisites for the announcement of the election schedule. “The announcement of the schedule means we call upon the electorates of a constituency to come and elect their representatives,” but regretted that Islamabad had no constituencies as the exercise for the federal capital was yet to be completed. He ordered that the delimitation exercise be completed in Islamabad and also directed governments of Punjab and Sindh to immediately notify the updated local government rules they kept insisting were ready.

The chief secretaries of Punjab and Sindh also objected to the blanket ban the ECP had placed on transfers and postings, saying that many of the cases had nothing to do with the electoral process at all. They said the blanket ban brings some of government operations to a standstill and were of the view that it was not possible to seek permission on a case-to-case basis from the ECP.

The two senior bureaucrats said that while there should be ban on bulk transfers, but posts that required immediate filling should be exempted from this bar. Relenting to their request, the ECP promised to revisit the protocol.

The two chief secretaries also pointed out that the polls were taking place over three phases and a perpetual ban on postings and transfers for months would be problematic.

Later ECP Secretary Babar Yaqoob Fateh Muhammad told reporters that the ban on appointments and transfers of government officers in Punjab and Sindh had been placed to ensure transparency in the electoral process.

He also said that the commission had not yet received any written request for the deployment of Rangers personnel during the elections, adding that the paramilitary force could be called in, if the need arose.

Yaqoob said that the participants of the meeting had discussed issues related to security and the CEC had directed the IGs of Punjab and Sindh to ensure the security of returning officers and other electoral staff.

Third phase Meanwhile, the ECP announced the schedule for the third phase of local government elections in Punjab and Sindh. Under the schedule, returning officers will issue notices inviting nominations on Sept 28 and receive nomination papers from Oct 3 to Oct 7.

The nomination papers will be scrutinised from Oct 8 to Oct 13 while Oct 30 has been set as the last date for filing appeals against acceptance or rejection of nomination papers by the returning officers. The tribunals will decide the appeals by Nov 5.

Nov 6 will be the last date for withdrawal of candidature while final list of the candidates will be published the following day.

Polling for the third phase of LG polls in Punjab and Sindh will take place on Dec 3.

Polling for the first and second phase of LG polls will be held on Oct 31 and Nov 19, respectively.

India ‘haunted’ by CPEC project, says Sana

FAISALABAD: The China Pakistan Economic Corridor (CPEC) is ‘haunting’ India and it is lobbying to make the project controversial, claims Punjab Law Minister Rana Sanaullah.

Addressing the business community at the Faisalabad Chamber of Commerce and Industry (FCCI) on Monday, he said: “We will have to stand united to foil such conspiracies with unity, faith and collective wisdom.”

He said if nation missed this chance, the journey towards development, progress and prosperity would become more difficult.

He said Pakistan was facing daunting challenges of terrorism and energy crisis. “With the sincere efforts of the government, economy has started improving but at this crucial stage, nation will have to play a positive role instead of taking to streets and burning tyres.”

Commenting on the problems confronted by the business community, the law minister said generally tax officials abused their powers “but at the same time, tax evasion is plaguing the country as only 0.9 million people out of 200m population are paying tax.”

FPCCI President Mian Mohammad Idrees also addressed the gathering.

PROTEST: A number of tenants hailing from Azad Kashmir staged a protest demonstration on Monday against the Factory Area police for registering cases against them.

Carrying banners against the police, the protesters blocked traffic at Kutchery Chowk for more than an hour and chanted slogans against an inspector of the Factory Area police.

Talking to reporters, the protesters said they had come to Faisalabad in search of livelihood for their families and had rented houses in various areas.

“We have provided our complete particulars to the building owners and it was their responsibility to furnish such details to police,” one of the protesters said.

He said Factory Area police had started registration of cases against poor workers and took no action against landlords.

He said the workers got frightened because of frequent registration of cases and arrests.

The protesters have appealed to the chief minister to take stock of the situation and direct police for withdrawal of cases registered against what they said innocent workers.

After registering their protest, the people dispersed peacefully.

Departments alerted to tackle flood situation

KASUR: The district administration has alerted all the departments concerned to tackle the flood situation in the River Sutlej in the wake of release of water from dams by India.

The district administration is expecting a body of water of 0.35 million cusecs on Tuesday (today).

It established on Monday relief camps at Talwar post and announcements were made at mosques of over one dozen vulnerable villages.

DCO Adnan Arshad Aulakh has called a meeting of the District Disaster Management Authority (DDMA) on Tuesday morning where focal person additional district collector Muhammad Shahid will brief the DCO about arrangements made to deal with flood situation.

The DCO said the administration, in the first phase, would make available food hampers, mosquito nets, fodder for the livestock besides health related facilities both for humans and animals.

He said the district administration had also arranged boats, life jackets and engines for boats in July when the flood water had hardly touch the low flood mark.

INJURED: Two armed robbers injured a revenue official when he tried to resist a robbery bid near Circular Road here on Monday.

Reports said that registry moharar Imran Elahi along with his wife was on his way home when two robbers intercepted his bike and tried to snatch cash and gold. On offering resistance, one of the robbers fired at at Elahi. He sustained injuries and was shifted to the Lahore General Hospital in a critical condition.

Police were looking into the matter.

LOOTED: Three robbers looted 22 tolas of gold and Rs40,000 in cash from Muhammad Ashfaq near Badar Colony when he was on his way to his jewellery shop here on Monday.

‘SMP militant’ held for killing TV journalist Aftab Alam

KARACHI: Police on Monday claimed to have arrested a suspected militant of the outlawed Sipah-i-Mohammad Pakistan allegedly involved in the recent killing of a television journalist.

Speaking at a press conference at the Garden Police Headquarters, Counter-Terrorism Department SSP Amir Farooqi identified the suspect as Zeeshan Haider and said that a 9mm pistol was also seized from him.

“He is associated with the Raza Imam group of the banned Sipah-i-Mohammed Pakistan,” said SSP Amir Farooqi of the CTD. “He disclosed that he along with his armed aides killed TV journalist Aftab Alam and two brothers Imran and Waqar the same day in North Karachi earlier this month. His group was also involved in firing on a roadside eatery last month that claimed two lives.”

He said the suspect was an active member of a hit men’s group that had targeted several people in recent days.

When asked about the motive for the recent surge in their activities, he said that the group was targeting people on different grounds and it was not “necessarily for sectarian motive”.

“The killing of Aftab Alam was carried out by the group to create panic and fear as the news of his killing got widespread media coverage,” said SSP Farooqi. “It also benefited the banned sectarian group as the victim journalist was associated with their rival school of thought.”

Similarly, the killing of the caterer brothers, who also belonged to the Deobandi school of thought, worked the same way as it benefited their sectarian agenda and also helped them in creating fear so that they could expand their extortion racket, he added.

HYDERABAD: An eyewitness in a policeman murder case registered against Tahir Minhas — the prime suspect in the Safoora Goth carnage case — was gunned down outside his house in Mumtaz Colony on Monday.

Sub-Inspector Ishtiaq Awan, the additional SHO of the City police station of Tando Mohammad Khan, was attacked by two armed men as soon as he came out of his house and walked up to his car, parked in the garage. The Hyderabad SSP had written to his Tando Mohammad Khan counterpart in the last week of August that SI Awan was required to recognise the killer of SI Manoj Kumar, who was shot dead in Dec 2010, for which an identification parade was scheduled for Aug 31 this year.

Minhas, arrested recently in Karachi for his alleged involvement in the Safoora Goth carnage, was to be identified but, according to police sources, SI Awan fearing for his life was reluctant to pick out Minhas considering the fact that SI Kumar was gunned down for being the investigation officer in the kidnapping and murder case of a young Hindu engineer, Greesh Kumar. The Kumar murder case was eventually transferred to a Karachi Anti-Terrorism Court-I (ATC) from the Hyder­abad ATC.

Hyderabad SSP Irfan Baloch said that the assailants were waiting for him and as soon as he came out of his house, they came close to him and shot him in the garage. When the victim fell down, they pumped more bullets into his body from point-blank range and fled.

Some reports suggested that the attackers fled when the onlookers started throwing bricks at them while the suspects were emptying the magazine. Awan received five bullet wounds to his skull and abdomen.

SI Awan was the complainant in the murder case of SI Manoj Kumar, who was gunned down on Dec 23, 2010. The case (FIR 283/10) was registered at the Market police station against unknown killers.

The engineer was kidnapped on Aug 17, 2006 and his murder case (76/06) was also registered at the Market police station. The suspects — who were charge-sheeted before the Hyderabad ATC in this case — included Tahir Minhas, Javed Ansari, Mohammad Ali, Asghar Arain, Rashid Sheikh and Shahid Hussain Minhas. The victim’s remains were found in Kotri on Feb 7, 2007. Minhas was acquitted in the case by the Hyderabad ATC in 2009 for want evidence.

SI Awan did not go to Karachi to identify Minhas in the ATC-I, where a supplementary charge-sheet against the suspect was submitted on Sept 17, 2015. “Since he was reluctant to identify Minhas due to the fear factor, SI Awan submitted his statement with the investigation officer of Mr Kumar’s murder case,” a police source said. He (Awan) stated that since he recognised Minhas by his photographs that appeared in the media. He said he would record his further statement before the ATC, the source said.

It is mandatory under law for a lawfully valid identification parade under the Qanoon-i-Shahdat that the suspect to be identified is not to be shown/exposed to anyone before the identification parade and is to be produced before a magistrate with his face covered.

Meanwhile, the Hyderabad SSP said that an inquiry team headed by the headquarters SP had been formed to investigate the case. “We are looking into all aspects, including the fact that SI Awan was an eyewitness to the policeman’s murder and was required to identify the suspect as per the requirement, or whether there was any personal enmity involved,” he said.

Awan was laid to rest in the Hali Road graveyard. Makki Shah police said late in the evening that no FIR was registered so far.

How climate change has endangered Thar's livestock

MITHI: Life took a turn for the worse for inhabitants of Thar when the arid desert was enveloped by an unforgiving drought three years ago, after which it started to consume living beings to quench its thirst.

For Bashir Samejo — a resident of Mithi, the capital of Tharparkar district — misfortune hit home when some 200 of his sheep died of a disease that followed the harsh drought.

Livestock and cattle farming is the sole source of income for the residents of Thar — the backward desert district of Sindh. But for the past three years, rapidly changing climate, altering weather patterns and droughts have snowballed and proved a fatal blow to their bread and butter.

Samejo, however, is not the only one who lost valuable livestock. The drought, which is now in its third year, has brought suffering to almost every cattle-farmer in the district.

Climate change has been a grave concern for all countries — both developed and developing. And the fact that its effects have now crept into Pakistan is no illusion.

Spread over an area of 19,623 square kilometres, Thar desert is home to about 1.6 million people and the number of livestock here is estimated to be six million.

Agriculture in Thar — which is ironically known as the only fertile desert in the world — relies solely upon rain and a year without rain is a year with drought.

Killer drought

This year, however, the nominal rain could not relieve the residents of Thar from the drought which has claimed several hundred lives there in the past three years. Thar, which is usually covered by a green blanket of grass after every rainy season, continues to look barren.

Due to the lack of rain, there have been several outbreaks of different diseases, resulting in deaths of scores of humans and animals.

Khait Singh of Haryar village — some 35 kilometres from Thar’s central town Mithi — spends sleepless nights over the recent death of his animals.

Singh, whose village is an example of Hindu-Muslim unity, is concerned that his cattle perished in such huge numbers.

He tells us that he owned about 300 to 400 cows, sheep, and goats until a few years ago but nearly 80 per cent of his livestock have now died.

As we sit in his autaaq, or drawing room, Khait Singh laments in his broken Urdu that animals belonging to other residents in the village also met a similar fate.

Until a few years ago, the greenery that covered Thar after rainfall invited a large number of tourists, but this year, despite receiving 350 millimetres of rain, the land’s thirst has still not slaked.

Barren despite rain

Khait Singh shares that it is for the first time in five decades that Thar remains without grass and millet despite rainfall.

According to climate experts, the reason for this is rapid changes in weather patterns; and if adequate steps are not taken urgently, this may give rise to a situation which will be beyond control.

People in Khait Singh’s village hold weather changes responsible for the drought and the deaths of their cattle, he tells us. They, however, believe that this is due to little rain, and are incognisant of the broader scale of climate change.

“Even if there are two or three rains per year, it will be sufficient for us,” he says.

“Several households from our village have migrated to other places, but we are from the Thakur clan and we never migrate however bad the situation may be.”

A youth in the same village, Jaga Thakur, faces a similar dilemma. Several of his animals have died due to the drought, and he has sold others to earn his living.

How to live with climate change

Senior Manager World Wildlife Fund (WWF) Pakistan Ali Dehlvi says that in the past few decades, weather changes have severely affected the desert ecosystem, and harsh weather is making the already difficult lives of desert dwellers even more punishing.

According to him, Thar has been affected the most due to changes climate patterns, resulting in umpteen deaths of livestock and a wave of migration.

“Climate change is also responsible for increased desertification, whereas the utilising of land for agricultural purposes — which was otherwise used to supply water to the desert — has led to a shortage of water and depletion of forests,” he says.

He stresses on the need to build small reservoirs to store rain water, installation of small reverse-osmosis plants, solar powered pumps, and planting of drought-resistant trees in order to cope with the harsh climate of Thar.

Tanveer Arif, an official of the Society of Conservation and Protection of Environment (SCOPE) Pakistan, also maintains that the droughts in Thar are not mere coincidences, but a result of climate change — which would make droughts a regular feature of the area in coming years.

According to him, 70 per cent of the trees growing in Thar are unusable as fodder for the cattle.

“We ought to decide whether Thar’s land is suitable for agriculture or not, following which we need to plan accordingly,” he says.

Arif asserts that training cattle-farmers to deal with weather changes can be helpful in coping with the situation.

Thar contributes 45 per cent to the livestock needs of Karachi but if these cattle keep dying due to droughts and diseases, Karachi will run short of sacrificial animals in the coming years, he adds.


Four army officers including DG ISPR Asim Bajwa made three-star generals

ISLAMABAD: A high-level promotion board on Tuesday approved promotion to the rank of Lieutenant-General of four Major-Generals including Director-General Inter-Services Public Relations (ISPR) Major-General Asim Bajwa.

The board headed by Chief of Army Staff General Raheel Sharif also promoted Major-General Amir Riaz, Major-General Sadiq Ali and Major-General Umar Farooq Durrani.

Lieutenant-General Asim Bajwa is expected to retain his post as DG ISPR, while Lieutenant-General Amir Riaz has been posted as Commander Southern Command Quetta or Corps Commander Quetta.

Major General Sadiq Ali is made Corps Commander Lahore.

Lieutenant-General Ikramul Haq, Lieutenant-General Hilal Hussain and Lieutenant-General Malik Zafar Iqbal were posted to the ranks of Corps Commander Gujranwala, Commander Army Strategic Force Command and Corps Commander Rawalpindi respectively by the board.

The incumbent Corps Commander Rawalpindi Lieutenant-General Qamar Javed Bajwa has been sent to GHQ and made Inspector General (IG) training .

General Headquarters and the Ministry of Defence have issued notifications for these appointments.

Prior to his appointment as DG ISPR in 2012 by then COAS Gen Ashfaq Pervez Kayani, Bajwa was posted in Dera Ismail Khan as a general officer commanding.

Under Bajwa’s leadership, the army conducted military operations in the South Waziristan tribal region to eliminate militancy and restore peace.

Prior to that, Bajwa had served as the deputy military secretary under Pervez Musharraf.

Major General Amir Riaz was appointed the Director General of Military Operations (DGMO) back in 2013.

Riaz, formerly a head of the 111 Brigade, was also among the witnesses against fellow officer Brigadier (retd) Ali Khan who was convicted for having links with banned organisation Hizbul Tahrir (HuT)

According to a report published in the BBC, Riaz was promoted to the rank of Major General following his statement against Brigadier Ali. According to the report, Ali had tried to recruit Riaz in HuT, but had failed.

The newly-promoted three-star generals will be posted to new positions within the next two months by the Pakistan army.

Dr Asim Hussain admitted to hospital after health scare

KARACHI: Former federal minister and close aide to former president Asif Ali Zardari, Dr Asim Hussain, was admitted to a private hospital for treatment after complaining of heart problems on Tuesday.

Sindh's Chief Minister Qaim Ali Shah and Senior Minister for Information Nisar Ahmed Khuhro visited Dr Asim in the cardiovascular unit, said the CM's spokesman.

Qaim Ali Shah ordered the director of National Institute of Cardiovascular Diseases to provide complete medical help to Dr Asim Hussain.

Dr Asim was remanded for 90 days to Rangers custody in August after the paramilitary force had contended that they had credible information regarding the PPP leader's involvement in terrorism related activities as well as embezzlement of funds.

Last week, a two-member bench of the Sindh High Court issued a notice to the sector commander of the Ghazi Rangers in a contempt of court application filed by the wife of Dr Asim Hussain for disobeying the court’s order, Dawn Newspaper reported.

Dr Zarina Hussain in her application said that the court had directed the Rangers authorities to get his medical tests conducted in the presence of his wife and daughter.

However, she said, neither she was being allowed to visit her ailing husband, nor was he being provided proper medical treatment in custody.

Earlier, the bench had rejected her plea for shifting Dr Hussain to a hospital for treatment after a law officer of the paramilitary force stated that the detainee was being provided all necessary medical care in custody.

She said that her husband was suffering from serious ailments such as diabetes and hypertension and needed medical attention, so he should be admitted in a hospital.

Dr Asim’s arrest came in what has been described as the first major action against the Pakistan Peoples Party leadership during the ongoing Karachi operation.

On August 26, over 12 personnel in plain clothes belonging to the Federal Investigation Agency and an intelligence outfit had arrived at the HEC office and the man leading them introduced himself to Dr Asim and asked him to accompany them. Dr Asim was then taken to an undisclosed location for questioning.

Next day, he was produced before an antiterrorism court which was informed that the Rangers had detained him for 90 days for questioning.

In 2009, Dr Asim was elected Senator from Sindh on a PPP ticket. He served as the minister of petroleum and natural resources and then the prime minister’s adviser with the same portfolio until 2012.

After the 2013 general elections, the PPP government in Sindh made him chairman of the provincial HEC.

He is also believed to be close to the top leadership of the Muttahida Qaumi Movement.

Over 40 Afghans arrested around Quetta PAF base

QUETTA: Police and other security forces here claimed to have arrested over 40 suspected Afghan nationals during a search operation in an area around the PAF’s Khalid Airbase.

Police said on Tuesday night that the Afghan nationals were living in the area illegally.

“They were handed over to the authorities concerned for investigation,” they said.

The action was part of a crackdown on militants and criminal elements following the terrorist attack on Pakistan Air Force’s Badaber camp in Peshawar in which 29 military personnel and civilians lost their lives.

On the night of Aug 14 last year, 12 terrorists attacked the PAF’s Samungli and Khalid airbases, but the army, police, Frontier Corps and PAF repulsed the attack.

All the attackers were killed.
